米陸軍工兵隊ニューヨーク地区は、ウェストポイントの老朽化した施設（中には100年以上前のものもある）の改修工事期間中、重要な臨時スペースとして機能する新しい非恒久的な「一般指導棟」を必要としていました。
スプラング社は、17年間に及ぶ同校の校舎改修計画において、USMAの様々な部署が改修工事を円滑に進めるための重要なスイングスペースを提供するため、100フィート×120フィートの完全断熱構造の校舎を設計・納入しました。
パットン・スイング・ファシリティとして知られるこの明るく風通しの良い建物は、約15,000平方フィートの事務・共同学術スペースを提供する。内部には3,800平方フィートのメザニンのほか、アカデミック・ワークステーション、事務室、会議室、サポート・エリアがあります。
