ICEはテキサス州ウィレイシー郡レイモンドビルに新しい処理センターを建設する必要がありました。この新しい施設は、複数のセキュリティレベルと2,000床の収容能力を備える必要があるだけでなく、契約締結から90日以内に建設建設と運用を開始しなければなりませんでした。
スプラングが設計・納入したのは、1棟が70フィート×205フィートの10棟からなる安全性の高い施設です。90日という期限内に建造されたこの施設は、3段階に分けて完成しました。500床が40日以内に利用可能となり、その20日後にはさらに600床が稼働し、そして30日後には最終的な1,000床が用意されました。当初のオープン以来、施設は拡大し、収容人数を最大3,086人に拡大するまでに拡張されました。
